October 9, 2025, Board Meeting Minutes

Chair Jill Renfro called the meeting to order at 4:00 pm. Present were: Trustees Scott Armpriest, Kim McMahen, Shirley Martin, Carolyn Moore, Beverly Mueller, Jill Renfro, Edward Sexton, Library Director-Ceil Pomphrey, Library Assistant-Adora Carty, and Regional Director, Jenny Gillihan. August minutes were read and motion to approve by Edward, seconded by Kim. Scott gave treasurer's report stating the Checking balance is $5,381.71, Savings balance is $7,353.79, and CD balance is $12,195.30. A $1,000 donation from 1st Presbyterian Church was received. We received $6,000 budget money from County Mayor Joseph Butler.

Jenny gave the Regional report, passed out the disaster plan for review and to bring back next meeting for vote, MOE (Maintenance of Effort) report due by 10/31. She would like it at least 1 week of advance from due date. Still waiting on city budget, but received from county. Jenny announced upcoming dates. December 2 is all staff in-service, and Ceil requested to go to staff in service, Shirley made the motion and Carolyn seconded the motion for the library to be closed that day for Ceil to attend. Ceil is still waiting on city expenditures and signatures. Ceil gave her Director's report, sharing the statistics, October programs, wish list, spoke about ATA Advisory-the IRS no longer accepting payments by check, and Grid Account set up to make book ordering easier.

In old business, Jill had gone to a training where county mayor Joseph Butler was there and she received his phone #, and as a group we discussed inviting him to our meeting. Nothing new to report on the move to new library location, Jill will speak to Mark Warren at Carroll Bank & Trust, and will ask Mayor Butler to attend our December meeting. With the holidays approaching there isn't anything planned for projects, etc.

December meeting is changed to November 24 at 4:00 pm. Future meeting dates are February 12, 2026, April 9, 2026, and June 11, 2026. Vote on Disaster Plan at next meeting. We need 6 meetings per year.
